C, E can't give substitution reactions (SN1 & SN2)

B is secondary halide in presence of DMSO will give SN2 only

Both A and D are good for SN1 faster( since both form stable 30 carbocation)

but among these two D is more rapid due to solvent effect.in D the water is polar poetic solvent ( high dielectric constant) can sulfate and stabilize the carbocation.
