In Daoism, it is to natural forces. Taoism is more concern about the better relationship of the individual with nature and honoring nature. Taoism is related to individual welfare. Only our perception an out things made it good and bad. There is no such thing like evil and good but everything occurs due to some cause one cannot pressure or predict the consequences of any action accurately It may be possible that if one predicts one thing or event is bad but it may be beneficial or good for him For example horse in the story bring both good luck and misfortune for the man. It is the only perception that makes things good or bad. Nobody can know real consequences and results of any events. The given statement is telling about flow which is the state of happiness and creativity that is experienced by people when they find their fit.
