What is the role of THF in alkene reactions?
On the picture below, I see different reagents for oxymercuration reactions, but how do I know if I'm supposed to use THF or NaOH/H2O?

THF is used as the solvent and it is not a reagent in alkene reaction.
For oxymercuration and demercuration the reagent sequence is Hg(OAc)2, H2O followed by NaBH4 in NaOH, H2O.
Here NaOH, H2O used for the hydrolysis in final step after demercuration.
So you suppose to use NaOH/H2O. Not THF
