According to the collision theory three things are required for rection to occur when two molecules/atoms collides:--

Molecules must collide in order to react.

In order to effectively initiate a reaction, collisions must be sufficiently energetic (kinetic energy) to break chemical bonds; this energy is known as the activation energy.

As the temperature rises, molecules move faster and collide more vigorously, greatly increasing the likelihood of bond breakage upon collision.

option a) is incoreect because if the they are moving very rapidly it will favour reaction because of high kinetic energy. b) is incorect fewer reactants may be the reason for low rate of reaction on a macro point of view but here in this question we are talking about a single atom and molecule interaction hence it doesn't matters.
