first,Alkene is converted into alcohol.And then the alcohol is Oxidized to aldehyde.Then Ethyl bromide is made to react with Magnesium to form Grignard's reagent.Then the Grignard's reagent is made to react with the aldehyde formed in step 2.It forms 2oalcohol.Agail this alcohol is Oxidized and finally forms the required product.
