$1,000 is usually face value of bonds.
But when it is quoted, it is quoted as a percentage of par value which means proportionate to 100. Percentage is used to show how much percentage premium or discount at which bond is offering to user. This will enable user to use their judgement better and in this way they can compare premium or discount as compared to Coupon rate and yield to maturity.
