1) non- polar resonating structure.
2) more the number of pi bond more the significant.
3) charge location , negative charge should be on most electronegative atom present in structure.
4) charge separation, like charge should be at maximum distance and unlike must be closer.
Now based on these fundamental , structure (2) is most significant , there is negative charge on oxygen atom (highly electronegative).
