If a country has already a large amount of previous mover then subsequent movers increase the labor supply in that country. As a result, the wage rate fall which decrease the subsequent movers' benefits. But due to existing large amount of previous movers and new subsequent movers the country's socialization cost become higher than before. Therefore, option C is correct.
