Rate expression:

Rate = K [A]x[B]y

where x and y are order

K is rate constant.

As, the reaction is one step reaction, so order of A and B will be same as stoichiometric coefficient i.e 1

4 x 10-5 M s-1 = K [0.1 M][0.2 M]

K = 2 x 10-3 M-1​​​​​ s-1

When, [A] = 0.3 M

[B] = 0.4 M

So, Rate = (2 x 10-3 M-1 s-1)( 0.3 M) (0.4 M)

= 2.4 x 10-4 M-1s-1
