Both the compounds follow 18 electron rule. But there is one difference is coordination number. In both the compounds metal ion is sandwiched between the two cyclopentadiene rings and in between H atoms bonded to metal centres

In the case of W, only two hydrogens are bonded, while three hydrogen-bonded to Ta. Occupied coordination sites in Ta are higher compare to W, which make external groups difficult to approach the Ta metal centre. Whereas crowding at W is very less compare to Ta, so the W metal centre can bind to other ligands via donation of electron and act as lewis base. But this is not feasible in Ta compound where coordination site is not available or exposed due to crowding.
