one mole of acetic acid is neutralized by NaOH

Molarity ( NaOH ) X Volume ( NaOH ) =Molarity ( Acetic acid ) X Volume ( acetic acid )

0.1936 M X 33.38 mL = Molarity ( Acetic acid ) X 10 mL

Molarity ( Acetic acid ) = 0.646 M
