In transformers relation between ratio of turn and voltage is given by:

Ns/Np = Vs/Vp

Vs = Voltage in secondary side = 9500 V

Vp = Voltage in primary side = 120 V

So,

Ns/Np = 9500/120 = 475/6 = 79.17

OR

Ns : Np = 475 : 6
