Exotic materials in a large power plant
A new state-of-the-art coal-fired power plant was to be built at a newly developed site. There, it would be connected to plants that would also provide biological waste as fuel, in return for high-pressure steam and energy. The power plant reaches high efficiencies, filters its exhaust gas and particles, and is able to compress and back CO2 into subterranean reservoirs of old gas fields. The project showcases the latest technology concerning coal-fired plants, including new material types not used before. These were required to sustain the high temperatures reached in the extra-large boilers. These material types proved quite an interesting effort to estimate: being very brittle, they require a lot of pre-heating and cooling down. The welding itself also requires up to 10x more time to perform than with regular steel alloys used in these types of plants. Many different material factors had to be derived to be able to estimate this project. With factors between 1 and 10, finding the proper amount of resources makes all the difference when determining the viability of the project.
1. Why cost escalation occurs, please determine what part the reasons below might have played in the engineering project above and give examples how the reasons below contributed to potential cost escalation on the project above and note any potential solutions you could envision for mitigating the cost escalation.
Hint: Cost escalation may occur due to several reasons:
a. Uncertainty and lack of accurate information – lack of clear project objectives, scope, requirements, etc. E.g. Space or defense projects, historical renovations, etc.
b. Changes in design or requirements – changes by a customer, not considering the overall impact of the system design on the environment, etc. e.g. redesign of a floor plan
c. Economic and social variables in the environment – labor strikes or labor shortage, material shortage, inflation, etc.
d. Work inefficiency, poor communication, and lack of control – lack of project planning and management.
e. Ego involvement of the estimator – lack of experienced, professional estimation of costs.
f. Type of project contract – fixed price contracts (which force contractors to control costs), cost-plus contracts (which allow costs to escalate and profits to be added).

An industry is proposing to construct a new coal-fired power plant that produces 2300 MW electricity with efficiency of 39%. Coal has a heating value of 10,750 Btu/lb, and contains a sulfur content of 2.4%. It is expected that 95% of sulfur will be converted to SO2. The New Source Performance Standards (NSPS) limits the SO2 emission rate from any coal-fired power plants to 1.2 lb/ 106 Btu heat input. a) Determine coal consumption in lb/ hr b) Determine SO2...
A utility company wants to build a coal-fired power plant. The would normally build a conventional plant, but is considering building a combined heat and power plant. The CHP plant costs $500 more to install but makes it cheaper to reduce CO2 emissions. The abatement cost curves for the two types of plants are: Conventional: MACs = 400 - 4E CHP: MACc = 100 - E a) Suppose the government sets a tax of T=80. What will be the optimal...
Fairfax Furnaces, Inc. operate a power plant that includes a coal fired boiler to product steam to drive a generator. They are aware that they need to replace the old boiler due to emission issues. The company can purchase four different types of coal from West Virginia and blend them to meet the requirements for burning in the boiler. The following table shows the characteristics of the different types of coal: The required BTU/pound must be at least 11,900. In...
A coal-fired power plant has upgraded an emission control valve. The modification cost $8,000 and its expected to last 6 yearw with a $200 savage value. The maintenance cost is expected to be high at $1700 the first year and, increasing by 11% per year thereafter. The firm uses an interest rate of 8%. A) Calculate the equivalent Annual expense of the modification and the maintenance cost? B) What is the future worth of the maintenance cost and the modification...

1. (Source: Potter) A coal-fired power plant is served by 25 trucks. When loaded, each truck consists of one single-axle of 14 kips (the front axle), two tandem axles of 32 kips each (the middle axles) and one single axle of 22 kips (back axle). Each truck makes 25 daily trips. The weights on the same axles when the truck is empty and leaving the power plant are 10 kips, 12 kips, and 8 kips, respectively. A twolane road...
A natural gas-fired furnace in a Textile Plant is used to provide steam at 140 0C. At times of high demand, the furnace supplied heat to the steam at rate of 30 MJ/s. The plant also uses up to 6 MW of electrical power purchased from the local power company. The plant management is considering converting the existing process plant into a Cogeneration Plant to meet both their process-heat and power requirements. Your job is to come up with some...
4. Consumers Energy Inc (CSI) operates a coal fired power plant in Michigan, which has to come in compliance with nitrogen oxide (NOx) standards by reducing its NOx emissions to 50 tons per year from its current level of 150 tons/year. It is considering the following options to come in compliance. A) Install Selective Catalytic Reactor (SCR) on its boiler. SCR reduces NOx emissions by absorbing NOx in exhaust flue gases. SCR requires a capital investment of $600,000 in year...

DESIGN OF A STEAM POWER PLANT IN THE AGE OF CARBON TAXATION, Due: Aug. 15, 2018 Introduction: As the world continues to spew unprecedented amounts of carbon dioxide into the atmosphere as a result of combustion of fossil fuels, many countries are considering imposing a "carbon tax." A carbon tax is a tax on the carbon emissions, which are currently emitted for "free." The tax would effectively raise the cost of burning fossil fuels in an amount proportional to the...
