KCN when dissolved in water will form HCN (is a weak acid). Some water H+ will associate with CN- in KCN leaving excess OH- ions and making the solution basic.

Option b is the right answer.

NaNO3 when dissolved in water, Na+ ions will form NaOH strong base and NO3- will form HNO3 a strong base and the solution will be nuetral but not basic
