PaaS will help to grow the IT provisioning with the growth of customer base is growing. This is cost effective. The time invested for development, testing and deployment will be more.

Scenario #3

SaaS cloud delivery model would be best suited for the given scenario.

SaaS will help to deal with delays as each growth spurt is bogged down by the server provision time and cost, software installation, testing and deployment.
