T = tension force in the string

for the hanging block. force equation is given as

mg - T = ma

a = (mg - T)/m eq-1

Torque equation for the wheel is given as

T r = I a/r

T = (0.5)Ma

using eq-1

T = (0.5) M (mg - T/m)

T = (0.5) (10) (((20) (9.8) - T)/20)

T = 39.2 N
