The voltage across the two resistors are the same
since P = V I
Where V is the voltage and I is the current through the bulbs
So the current and the power are proportional quantities.
P = I2  R
Since the power and the current are proportional quantities, For the bulbs with greater power, the current through them will be higher, so the resistance is smaller
For the 100 W bulb , the resistance is greater compared to the bulb with 60 W power
