From among the wide range of unresolved social problems, how and why are some problems redefined as public-policy issues, brought to the public agenda, and addressed by government agencies?

I think people look to policy makers and government agencies to intervene when social issues arise. One example might be if an undocumented immigrant is convicted of a DUI, a portion of the population would want the government to enforce policies already in place have his this person who came into the country illegally deported. Others would want policies put into place to provide a safe haven for this person (who might have a family here) to be protected from the immigration authorities despite his crime. These issues can be front and center of an election as immigration stance is one of the most important issues for Americans when they go to the polls. Government agencies like ICE and CBP are at the front and center of this battle, and must abide by the laws accordingly while at the same time serve the American people to the best of their ability. These issues and laws are currently in the process of a potential huge overhaul as Attorney General Sessions will deny federal grants and funding to cities that protect undocumented workers, aka sanctuary cities. It’s a constant battle between local and federal governments, as well as a hot debate item for the public.
