But what's the benefit of lettimf the firms trade the permits?

There are benefits of tradable permits and include

1) firms always have an incentive to invest in technology that produces clean output.

2) firms can always get to store their permits for future usage

3) revenue can be generated by issuing the permits and as a result of this raised revenue can be used for cleaning activity for the environment all in all.
