This increases electron density on N by Inductive effect.
CH3CH2NHCH3, there are 2 alkyl group (CH3CH2- and CH3-) that is attached to N.
This increases electron density on N by Inductive effect more than CH3CH2NH2.
So, electron density is more on CH3CH2NHCH3 and hence this is stronger base
