Option(1) is correct.

This is because if we project from ground and if it lands at same level then for maximum range its angle of projection should be 45 .But if projected from top of cliff then also by similar analogy we can think that for maximum range 45 degree from ground so at level of cliff the angle would be certainly less than 45. So that if we project at the same angle as it will be a trajectory for maximum range.

So angle should be less than 45 at cliff.
