The African-Americans were not allowed to look directly into the eyes of the white people. This was discrimination and to tackle this Civil Right Act came into picture in 1964. Before the passage of the Civil Right Act African-American were not permitted to testify against whites in court.

As per repost presented in The New York Times the racial profiling was there due to wrong perception of Homeland Security officials. The training to the security officials were provided to tackle this situation which were at peak on Logan Airport.
