The answer is 16*15 = 240. To update all the 16 nodes it should broadcast the packet to all the 15 nodes in the network. So every node will broadcast the packet to all the 15 nodes. so 16 nodes * 15 times broadcast = 240 times. In distance vector routing all the nodes create a routing table to calculate the shortest distance.
