The reason for this is because there will be some minor disturbing factors contributing in causing this variation.
When we leave the hot cup for cooling, the air flow over the cup should remain constant ideally but since the ambient conditions dont remain same so the air flow over the cup may vary either because of a use of a fan or wind blowing naturally.
Also the temperature of the ambient condition may vary due to use of different temperature controlling devices. Ac me cool the air for some time but might switch off in between during which temperature rises of the ambient air.
So if you plot the data values, and look at the graph from far away, the plot will resemble the newton's curve but on a closer look it might show some wiggles due to above reason.
