Good and hygienic environment, better and balanced diet, R&D on medical research, decent income so that we can purchase better medicines and medical care facilities etc are important. I think R&D is most important because some diseases can kill millions even if people have enough income good environment etc. Better drugs saved more lives than anything else.
No enough resources are not being provided. E. G we invest very less on good environment.
The best thing to do is to provide good environment and divert more proportion of gdp towards these inputs as Govt often invest more on defense than these inputs
