ANSWER: Nobel Laureate Prof Amartya Sen in his "Development as freedom" theory (1999) presents a strong relationship between qualitative and qualitative changes,he suggested to make people equal not just in resources rather in CAPABILITIES also.He deferred from till the time prevalent idea of measuring HUMAN DEVELOPMENT in terms of economic growth. His work along with another economist Mahbub-ul-Haq altogether gave rise to the new concept of measurement of Human development based on concepts like equity,sustainability, productivity and empowerment.
He focused on the idea of enhancing :
1.Capability which means ability(freedom) to do what one wants.It is absence of deprivation.
2.Functioning is doing what one wants to do which is source of wellbeing of individuals.
for example if government is providing books to children then it is not sufficient until and unless he/she capability of reading it,so in order to improve his/her life you have to make her capable of reading it then only his/her true development will occur.
He defines poverty is not just the absence of income rather it is presence of deprivation.He take people as end of economic growth not as means of economic growth.Hence he defined development as freedom.
