In USA English is the only language for communication. So for communication English is compulsory.
In case of illegal immigration the authority takes legal steps and there is no matter whether the immigrants know English or not.
In case of legal immigration knowing English is a mandatory criteria. The immigrants themselves learn English for communication because they need to appear before many government authorities to get permission of permanent citizenship. In case of legal immigrants some procedures are maintained to get permanent citizenship. The immigrants need to spend a certain time there. Along with his English knowledge he becomes familiar with local intonation of the language.
For such reasons, no language eligibility has been mentioned as mandatory in the immigration law of the States.
