Let μ = 31.99 and σ = 2.39

By range rule of thumb;

Maximum value = μ + 2σ = 31.99 + 2*2.39 = 31.99 + 4.78 = 36.77

Minimum value = μ - 2σ = 31.99 - 2*2.39 = 31.99 - 4.78 = 27.21

Significantly low values are 27.21 or lower

Significantly high values are 36.77 or higher

So, an adult male foot length of 27.21 or lower would be significantly low.
