The answer is:

when water is heated it has to be taken in a vessel.Now when flame is applied first the vessel which is in most cases made up of metal gets heated which than transfer heat to water.due greater heat capacity the vessel always has more heat than water when heated.Now when the flame is removed to come in a equilibrium temperature heat energy continues to flow from the vessel to the water.Due to this flow of energy temperature of water keeps on increasing till it equals at a certain intermediate one.this is why after the removal of flame temperature keeps on increasing.
