so far I have this "In my opinion I think yes, the government should help small businesses get their business up a little bit. It is hard to start a business, especially without having the capital to do so."

Yes , this should be given with proper planning and monitoring. Startups fail to continue for long due to lack of fund. Government should offer financial support to minorities with two steps i.e one when they are in nascent stage and second one is when they require maximum fund to increase its functioning and scope of business. This funding will motivate people to run and make successful new businesses.
Local government will create new jobs with such new businesses. Even, specific sectors can be identified like agricultural activities, animal husbandry, environmental health etc.where maximum entrepreneurs can be identified. A healthy ecosystem for such businesses will create a positive influence in the minds of yoth to do some creative and innovative solutions to many social challenges. Providing capital will help them to survive as well as ensure their expansion. Angel investors, bank loan etc. should be promoted with proper legal restrictions .
