Answer:-

1) Linked list implementation is best for very dense polynomials becuase it is cheaper to perform operations on polynomials.Arrays would consume lot of space . We can represent both coefficient and its power in linked list node itself no need of another of second array in case of array implementation.

2) For smaller size stacks , You can use arrays because there is no need of pointers and also specific size is mentioned.

If you care about memory (pointers and structures) you can use arrays . In arrays we need to define size first so there would be some memory wastage, but that is negligible with respect to linked list memory space because of small size stack.
