Refer to the chapter section titled “Characteristics of Adequate Controls.” (p. 429)
For each of the tasks or circumstances described below, recommend a specific kind of control mechanism. Your selected mechanism should provide you with information on which you can base corrective actions as needed.
In each case, state (1) why you selected that particular mechanism; (2) describe how it satisfies the characteristics of adequate controls; and (3) state whether you believe there are one or two additional mechanisms that might work almost as well as your chosen mechanism.
Circumstances:
(a) Display the status of routine scheduled preventive maintenance
activities by the plant engineering department.
(b) Track the timeliness of the clinical laboratory’s responses to
STAT test requests.
(c) Track the department’s financial operating results as compared
with the departmental budget.
(d) Report on employment turnover throughout the organization by
quarter and by year.

1.
Comprehensibility would be the characteristics of sufficient
control that is necessary for this mission. Understandability was
selected because it includes control devices, such as charts and
graphs, that will be used to demonstrate the department's progress
towards a specific task. It is important that maintenance
supervisors keep employees informed about the progress they make on
assigned tasks. Healthcare agencies are involved in various
activities or programs. Such programs need to be carried out in a
specific timeframe to improve the organization's quality of
care.
Once the project is in progress, regular review of the status of
the project should be carried out. Employees are required to brief
supervisors on the progress of a facility-wide repair project.
Managers will then report on the results of regular planned
preventive maintenance tasks to superiors. Such assessments are not
just about producing general status details to the degree that they
are meant to detect variances from the schedule of preventive
maintenance. This will be made easier by providing project status
reports than just updating the maintenance schedule.
Gantt charts can be used by administrators to monitor the progress
of the preventive maintenance system. A Gantt chart is a visual
control system; the Gantt map was created by Henry l. Gantt, one of
the founders of scientific management. The gantt chart (or bar
chart) is a way to display basic operations or plotted counter-time
events. This map is going to be an invaluable tool for maintenance
managers to use. It will allow them to monitor the progress of the
task assigned. An operation is the amount of work needed to go from
one point to the next.
Events are either defined as the starting or stopping point for one or more activities. Gantt charts are most widely used to display the progress of the plan or to describe specific work required to achieve an objective. These often include elements such as task listing, period of activity, schedule dates, and progress-to-date.
Maintenance managers employed in a healthcare organization can use this chart to advise hospital managers on how long a particular area will be needed for maintenance. Gantt charts are useful because they are easy to understand and easy to change. These are the least nuanced way of representing progress (or lack thereof) and can be quickly extended to identify specific elements that may be either behind or ahead of schedule. The map also helps to improve scheduling and cut costs for routine maintenance activities due to reduced schedules.
2.
The proper control characteristics appropriate for this role
would be timeliness. Timeliness was chosen because it is a control
device that should easily represent deviations from the pattern, so
there is only a small time lag between identification and the start
of corrective action. A way to track the timeliness of clinical
responses to the STAT test is important for healthcare managers.
Providers are looking at these measures to improve the quality of
the patient's care.Once patients are treated by physicians, they
will need to check back in a timely manner to administer the
treatment or therapy needed to improve the health of the
patient.
Health care providers have tried to improve the turnaround time
(TAT) for test results for years. Today's unhappiness with TAT
remains an issue. A 2006 survey of a CAP Q-Probes analysis of
nursing satisfaction with clinical laboratory facilities in 162
hospitals found the greatest satisfaction with the quality of the
tests, phlebotomy of courtesy to patients and nurses, and recording
of abnormal results.
29 Respondents were less pleased with urgent TAT testing, responsiveness and usability of laboratory management, responsiveness of phlebotomy to service requests, and routine TAT testing. An immediate TAT check was the most important aspect of laboratory service recorded by nursing staff (Hawkins, 2007). Developing policies and purchasing software systems that will boost TAT is important for managers. Once this is achieved, an improvement in employee satisfaction and customer satisfaction will be seen by the company.
3.
Specificity and appropriateness would be the characteristics of adequate control necessary for this mission. Healthcare administrators are required to submit a budget for items or services to their fiscal department where funds are needed and allocated. With contrast to the departmental budget, administrators can use the balance scorecard to track the financial operating performance of the department.
The balanced scorecard is a strategic planning and management framework that is commonly used in business and industry, government and non-profit organizations around the world to align business activities with the organization's mission and strategy, improve internal and external relations, and track organizational performance against strategic objectives. It was born from Drs. Robert Kaplan and David Norton as a performance assessment system that incorporated strategic non-financial performance indicators to traditional financial metrics to provide a more "positive" view of organizational success for managers and executives.
4.
Comprehensibility would be the proper characteristics of
sufficient control for this mission. Understandability was selected
as it offers control devices such as maps and tables to view the
company's comprehensive employee turnover rate reports quarterly
and annually. Health administrators will investigate the reason for
leaving their employees. The tracking of these levels would allow
managers to develop a strategy for retaining employees longer. This
approach can provide benefits packages for workers who may leave or
join the business.
High turnover is a sign of poor morals and disgruntled workers.
Employees who are pleased with work don't usually give up, so high
turnover usually suggests a problem. There are many explanations
why workers will leave a job. Managers know these causes, it is
important.
Not to mention that every employee who leaves the company is
unhappy-after all, some people go back, leave the area, leave
because of family problems, wish to change careers, or even start
their own businesses (Handelsman, 2010). But if you have high
turnover and lose good workers, you might want to consider the
possibility of a moral problem. Managers must ensure that workers
earn inherent and external rewards in order to ensure that moral
standards remain high.
The rolling back triggers are associated with the same factors
contributing to absenteeism and low moral standards. They either
stay away or leave if employees are not involved in their jobs. But
the only reason people abandon an employer for another isn't that
they are unhappy on the job. If their skills are required, higher
salaries, better advantages or a better opportunity for jobs will
lead them to lose.
Many workers also seek a way to improve their careers. Progress can be either a full-time study to achieve a higher educational level or a career change. For instance, there is a high turnover rate in the field of prothesis in the Department of Veteran Affairs. Prothetics can be recruited to a level like aGS-4, but not surpass aGS-7 by buying officers. Therefore, if you are searching for a position that is GS-8 orGS-9 you are more likely to apply for the job if you can qualify at the least.
