Explain the relationship of primary and secondary turns in a transformer. Also define what a turns ratio is.

According to IEEE Std C57.  the "Turn ratio of a transformer" defined  as the ratio of turns in a higher voltage winding to the turns in a lower voltage winding.

Let us assume step down voltage.
