How do I re-motivate an emplyoyee who has been passed up for promotion on numerous occasions.

It is really tough to motivate such an employee who has been passed up for promotion on numerous occasions, as they are utterly demotivated. Still, you can try from your end to re-motivate him by showing the brighter side of it through the half-full or half-empty glass theory. You can tell him that he should not see what he is not getting, which actually he deserves, but he should look what he is getting in this particular job, like a good salary and working with a good brand. And, rather taking this as a setback, he should take it as a motive to prove the management wrong by setting new benchmarks through his work. I would not recommend using any false promises to him, like any kind of assurance of promotion or something, as he won't believe in it.
