Answer. Most difficult item for the union to negotiate is to increase the wages of the labour. Since labour is perishable , Employer’s fully exploit them and have no fear of loosing the labour. Their demand for higher wages is the most difficult demand or negotiation aspect . APart from wages , other extra benefits are also difficult to negotiate with the employers.
