Herbert Kaufman has presented three basic administrative values for an Organization, those are Representativeness, Neutral Competence and Executive Leadership, they also deal with various Organizational issues and Governmental Problems,     Neutral Competence is associated with formation of heavy skilled Bureaucracy system and get separated from any kind of Interference and influence happen due to Political event, such Neutral competence can weaken efficiency for an organization, some of various organizational important concerns as stated below like: Conflict from Interagency groups Coordination from Interagency Groups Role and daily duties of operational staff, that can put impact on the organizational tasks, The choice among various criteria’s for an Organization, Such Organizational concerns as stated above can develop framework for Neutral Competence, which is relevant in 21st century’s bureaucracy. Again, Executive leadership usually include various Executive as elected for serving an Organization, those are President, Mayor, Governors, in such situation, they are taken politically, they usually solve various Organizational problem and they can recognize Organizational structure, Executive leadership include efforts in restructuring and rearranging various building blocks for an organization and enhancing symmetry, thus such can reduce span of control of Executive leaders, help to improve various series of Logical activities, and increase Organizational efficiency and Administrative coordination,      Whereas Representativeness can be typically part of Organizational arrangements and that can conform to Legislative interests and customers/Clientele, affected by decision of Agency, Reorganization Efforts usually can promote Both Representativeness and Executive leadership, further, it also can promote Neutral Competence,
