Celestial poles are imaginary poles on the celestial sphere and are aligned with earths geographic poles.
They are right above the north and south geographic poles in line with the earth's axis of rotation.
A person in the northern hemisphere can see the north celestial pole in the sky and one in the southern hemisphere can see the south celestial pole.

If one wants to live where he can see both the celestial poles, the only suitable place would be anywhere on the geographical equator of the earth.
From the equator both the celestial poles would be visible although just slightly above the horizon.
i.e. the north star, Polaris would be visible just above the horizon in the northern sky.
and had there been any South star, it would also be visible just above the horizon in the southern sky.
It is because of the phenomena of refraction.
The earth atmosphere refracts light due to which celestial objects very close to the horizon appear slightly above the horizon.
