Solution:

Athletic programs in university attract a huge crowd from other universities who participate in the events. As athletics require sophisticated equipment, grounds and facilities it attracts significant costs to the university. To finance the requirements for the athletics gathering then becomes a big issue for the university.

Since it is a small university the footfall cannot be guaranteed to be high and the chances of recovering the costs from conducting the athletics program become low, hence the financers are not convinced enough to finance the small university athletics games. the inability to attract crowd then becomes a major hindrance for financing the program.

The use of facilities which are created will also have to be taken into account, for example, if the university constructs a running track it has to understand how much the track will be used by the university students after the athletics program is over. Since it is a small university the usage itself will be lower.

These are some of the prevalent issues while financing the small university athletics program.
