1. The recipients will all be in the BCC field. Do we need to include at least one person in the TO field?
No, it is not mandatory. If you have a recipient at BCC but not in TO, you can still send it. (100% works, tested)

Yes, you can send it. You will get "Note to yourself" as a reply in a subject line.
