The stakeholders are the parties who get impacted with the decisions taken the Management and by the actions of the Organization’s activities. If certain act of an Organization has a larger impact, for example, if polluting the air by the industrial release of that organization, reasonably causes hazardous diseases in the Public, then the Public certainly stands as a stakeholder of that organization, in spite of the group being too large. The organization is thus accountable to the general public as well if the organization’s activities impact such a Public largely and especially when such an impact is direct. Hence I do think that the "general public" is a valid stakeholder.
