Answer 2 : Some states recognized a claim of promissory estoppel which enables the applicant to collect for certain out of pocket expenses

Note : When the employment is declined for no specific reason, person can bring the Promissory Estoppel claims against the employer if the person has declined the other job offer, relocated to that place or buy a new house so that the expenses can be collected from that employer.
