When the JMPC field in a microinstruction is enabled, MBR is ORed with NEXT"ADDRESS to form the address of the next microinstruction. Are there any circumstances in which it makes sense to have NEXT"ADDRESS be 0x1FF and use JMPC?

solution:

(IFF)16=(0000000111111111)2

so,

for any address in the MBR, the OR operation with 1FF will flip the 0 bits.

in this example, the next address will always be 111111111. if the MBR address is more than 9 bits long, then the bits before the last 0 bits will remain unchanged and will procedure a new address.

only in this circumstances, it makes sense, otherwise not.
