Methodology is useful to analyze the need assessment and resource assessment in the implementation process. It also helps in both the long term and short term planning. Methodology is also useful in operations and maintenance in the implementation process.

2nd Part:

Inelastic traffic can be defined as the network traffic which can not adapt with the transition of delay and throughput easily. For example, any real time multimedia like VoIP, data streaming (both audio and video), etc. can be considered as inelastic traffic. The metrics like collision, environmental noise or signal fading are the metrics those affect the network's inelastic traffic.
