1)The concept of finite precision arithmetic covers all the computational of numerics. Like in :Execution of numeric statement in algorithm ,most used in MATLB.

-It do not covers thee execution of symbolic computations.

-It is used in design of encoder and decoders any many more,It is used in faster and succession execution of very large numbers.

2)Computer do not do this but the "system software" interprets weather this binary data is as character,picture or number or some else.

3)Register address size =4 bits

-the largest number of 4 bits address is (1111)2=(15)decimal(10)

-because it is 4 bits we could have only (- - - -) to store the numbers and the largest number of binary store by register address is by making all bits set to '1'.
