Chloride ion (Cl^-) is soft base when compare with ligands with nitrogen as donating atom such as NH3, NH2-CH2-CH2-NH2 etc.

According to Hard Soft Acid Base concept "hard acid prefers to bind with hard base and soft acid prefers to bind with soft base"

Co (iii) exhibits a strong tendency to coordinate with ligands containing nitrogen. Yes this is consistent with the hard soft acid base (HSAB) concepts.

electronic configuration of = [Ar] 3d^7 4s^2

Electronic configuration of Co(II) =[Ar] 3d^7 4s^0

Number of d-electrons in Co(II) = 7

Electronic configuration of Co(III) =[Ar] 3d^6 4s^0
