Universal health coverage (UHC) means that all individuals and communities are able to use the promotional, preventive, curative, rehabilitative and palliative health services they need, of sufficient quality to be effective, while ensuring that the use of these services does not expose the user to financial hardship. This concept of UHC encompasses three related goals: equality in access to health care-all those who need services should get them, not just those who can pay for them; the reliability of health services should be high enough to improve the health of those who receive services

People should be protected from financial risk, meaning that the price of using services does not cause financial harm to people.
UHC is firmly founded on the 1948 WHO Constitution declaring health a fundamental human right and on the 1978 Alma Ata Declaration's Health for All agenda. UHC cuts across all health-related Sustainable Development Goals (SDGs) and gives the world's poorest people hope for better health and security.

Universal healthcare does not imply coverage for everything for all people, only access to healthcare for all people. Some universal health care systems are funded by government, while others are based on a requirement that private health insurance be purchased by all citizens. Three critical dimensions can be used to determine universal healthcare: who is covered, what services are covered, and how much costs are covered. The World Health Organization describes it as a situation in which people can access health services without financial difficulties

UHC is also key to achieving the twin objectives of the World Bank Group (WBG) to end extreme poverty and increase equity and shared prosperity, and as such is the driving force behind all the WBG's investments in health and nutrition. It is also an essential part of the Sustainable Development Goals (SDGs): SDG includes a goal "to achieve universal health coverage (UHC), including financial risk protection, access to quality essential health care services, and access to safe, effective, quality and affordable essential medicines and vaccines for all."
