By Archimedes' principle,

is the density of fluid on which the object is submerged, V is the volume of the object submerged and g is acceleration due to gravity.

The jewel has mass 5.4 gm.

Hence, weight of the jewel is

Apparent weight is 32 mN

Jewel is submerged in water

Putting the values in our Archimedes' equation,

Hence, density of the jewel is,

This is not the density of diamond which has a density 3.51 gm/cc

Hence, the jewel is not made up of diamond.
