The definition of privacy varies person to person but when one’s privacy affects social security and violates constitutional values, it should be controlled and limited. The Supreme Court decision over 489 US 749 (1989), described the power and limitations of FOIA, that means, in public interest privacy cannot be barrier but it must be proved by the agencies or related parties.
