Option (a) is correct. As the ship moves foreward with constant velocity and since the binacular is droped from the cows nest which is on ship shares shame horizontal speed as ship posses ..due to which distance travelled by ship and binacular in time of fall is same causing the binacular to fall at the base of mast again.
