Yes, I believe that countries experiencing economic difficulties must be allowed to erect tariff and non tariff barriers. The barriers are in place in order to protect the domestic manufacturer and help in economic growth of the nation. Example: If a country is having economic difficulties and it imports lot of items from other countries which are also locally produced, it will impact the local manufacturer. Due to this, domestic players will move out of market and increase unemployment. Moreover, the import will lead to drain of wealth which will have further negative effect on economy.

So, in case of economic difficulty, countries must be allowed to have temporary barriers to help domestic suppliers and support overall growth.
